My Grandmother killed a guy who tried to rob my Grandparents bar with a 4 shot 22 short Derringer . He had my Grandfather at gun point lowered his gun to empty the register. She pulled he pistol and hit him in the arm pit never took a step . Dead where he fell . I have the gun and register.

I know of 2 people who were shot with a 25 acp.

The first guy got hit in the collar bone. The bullet bounced off and tore into his
Jugular. Bled out right there.

The second guy was a biker at a party. Idiot pulls out a 25 acp, and empties it on the biker. The rounds bounced off of his leathers. When the smoke cleared, the shooter had the gun shoved up his a@@!

OK, you got me. I should, of course, have addded some qualifiers about civilian shooters in this country. But I'm pretty sure the OP is not doing military procurement

I think most of us are prepared to agree that (i) shooting with a .25 certainly CAN kill a person; and (ii) it would not be our first choice for defense. For me, I would rate shooting with a .25 handgun above throwing the gun at the perp, but probably below a lot of other commonly available alternatives, like a baseball bat.

IIRC Marshall-Sanow showed .25 ACP a 1 shot stopper center torso 50% of the time. Not great but a LOT better than being unarmed.

San Mateo County won't let you have anything less than .380 on your permit. Of course, San Mateo County doesn't give out permits, so it's an academic question....
