        Could someone have bought it out of state, moved to CA, and then simply did the $19 self registration as an STI (or whatever it is) serial number and just called it a complete semi auto?

          My specific question is without bringing it from out of state when they moved to CA, but a CA resident having the frame shipped to an FFL here for DROS.

            You are correct. If the frame has STI, PT, CK branding on them, they are likely brought in from out of state as off roster semi auto since none of those manufacture build SSE kit for CA. Frame build based SSE must have the company that did SSE stamped on the frame.

                      I don't think so.
                      I bet the DOJ can though.
                      It would be interesting (and maybe expensive for you) to find out if you try to PPT it as a semi-auto when it was last DROSed as a single shot and DOJ catches the change and blocks the transfer.
                      I don't know if that's even a thing they are setup to look for though.

                      Are you roster exempt or are you doing this as a PPT to get around the roster?

                            price & wait time is a little more

                            but at least you dont have to jump through all the hoops.

                                No. SVI ships you a .45 ACP. You DROS it and then you ship it back to them. They ship you a "customized" gun in the caliber of your choice 30 days later.
