    Can I have a RRA LAR-15 complete pistol lower shipped in CA to my FFL with no clip installed and then complete the pistol (add one shot sled and upper) at their place of business? Is this legal?

    I've been trying to sort through all the rules and everything is just plain confusing. I called the DOJ and they were useless at answering my questions. Thanks.
