I dealt with Ammo Bros to unload department trade ins which included some that had threaded barrels. I called a few places prior to choosing AB, I went with them since they have an AW license. FYI, LEOS aren’t exempt from owning threaded barrels unless you’re specialized and use it on duty.Comment

what seems more obvious is the obviously exempt transferee should obviously already be aware of the obvious dealers like LAPRAAC, Botach, Pro Force, Adamson, etc. where exempt shopping is less encumbered..
whether they can/will transfer it or not, obviously better resources for your question and obviously more willing to work with obviously exempt transferees..

Since the OP is a Roster exempt person, the main problem is the threaded barrel.
Semi-auto pistol that does not have a fixed magazine and a threaded barrel is an assault weapon. [PC 30515(a)(4)(A)]
Which makes it illegal (felony) to import an off-Roster semi-auto pistol that does not have a fixed magazine and has a threaded barrel into CA. [PC 30600(a)]
Only a CA FFL dealer with an assault weapons permit can legally accept it and transfer it. [PC 31005]
In addition, the condition of the assault weapons permit prohibits them from modifying it to be a non-assault weapon. Which means they can only legally transfer it to a person with a valid CA DOJ Dangerous Weapons Permit or to a LEO with valid assault weapons paperwork authorizing them to obtain the AW for duty use or to a Gov/Mil/LE agency.
A CA FFL dealer without an assault weapons permit can not legally accept it and must immediately return it to the sender or surrender it to law enforcement for destruction.
Since it seems the OP wants to obtain the off-Roster semi-auto pistol that does not have a fixed magazine and a threaded barrel as a non-assault weapon, the firearm must be modified as a non-assault weapon prior to importation into CA.
Which means an out-of-state FFL must be utilized to modify the firearm into a non-assault weapon (replace threaded barrel with non-threaded barrel) and then ship it to a CA FFL dealer.Last edited by Quiet; 09-20-2018, 5:57 AM.sigpic
