Firearm transfer question

Im out of my league here so i thought id ask the members. my sister lives in oregon and she is taking her ccw course as i am typing here. i have a nice little Ruger 9mm i want to give her with a laser and high viz sights. my Question is this how do i go about legally transffering the weapon to her in Oregon? i suspect i need to turn the pistol over to a licensed dealer here and have him ship it to a licensed dealer in oregon who will hold the weapon and due a records check and have her wait prior to taking posession of the weapon? I've never transferred a weapon to another state ive only sold or traded through licensed dealers her in California. I want to be sure we do this legal in compliance with Calif and Oregon law.

For the last 50 years, Federal laws have prohibited the transfer of firearms between residents of different States unless an FFL is utilized. [18 USC 922(a)(3)&(5)]
Failure to utilize a FFL equates to a Federal felony for everyone involved with the transfer. [18 USC 924(a)(1)(D)]

Therefore...

In order to comply with Federal laws, you must deliver the firearm to a OR FFL dealer, who will then transfer it to your sister.

It is up to the OR FFL dealer to decide if the firearm must be shipped to them through a CA FFL dealer or if you can ship the firearm without needing to utilize a CA FFL dealer (If you ship it yourself, you will need to include a copy of your valid CA DL/ID).

Just have your sister find a shop near her in Oregon that will accept a shippment from you with a copy of your Driver's License, get a copy of their FFL, ship the firearm overnight through FedEx to the address in the FFL. Your sister will pay a fee and fill out 4417 and complete the Oregon process.

When calling OR looking for a dealer let them know you plan on using Ship My Gun; they're a division of Bud's Gun Shop so in a way it's still coming from a FFL.

They don't provide the "shipping box option" as too many were being delivered damaged, any longer so I went to the FedEx Customer Service Center and picked up an assortment of Express boxes for free. Incase I need to ship a handgun.

Yeah I've used them to ship handguns in the past including the shipping box option, and they were always 1/2 to 2/3 less what UPS or FedEx would charger at the Customer Service Center. When I was in Tahoe the box option was handy as the nearest FedEx Customer Service Center was Carson City 70 mile round trip. Here in ABQ, NM it's only a 6 mile round trip!
