Redesigning AR lower to Calif. compliant pistol

Does anyone know of a manufacturer (big or small), that might be interested in discussing a modest redesign of the standard AR lower configuration so as to comport to the latest barrage of Calif. laws against pistols which do not receive the magazine through the pistol grip?

I have an idea that is likely to frustrate the anti-2A folks in the Capitol.

It would be a bolt-action.

In order to be single-shot, it would need a fixed 0 round magazine.

Therefore... in order to be a bolt-action single-shot it will need no gas system and a 0 round fixed magazine.
