Who's to say he didn't leave some hi-cap magazines here before he left the state the first time?

Personally, I wouldn't ship. If it's lost or damaged, those guns will be gone for good and he cannot re-purchase them after filing an insurance claim unless they are on the roster.

TSA sees guns all the time, they shouldn't bat an eye over it. Know the policy better than they do, print it out, highlight and show them if they get their panties in a bunch.

he has lived in Oregon for 2 years, is he leaving ALL other belongings there? surely he owns a car, a bed, a chair, a couch? leaving it all behind? thats strange.

Easiest way is to just drive it back, but if he insists on flying its legal to take them with him, depending on airline they just may need to be "CHECKED" and not a carry-on?

Just fill out the deceleration upon his return as mentioned by persons above.

I have a friend who has been living in Oregon for the past couple of years and is now moving back to CA (family, work) he has several handguns (NO AW features, no mags over 10 rounds) that he wants to bring back with him. Can he ship them over here to himself or does he have to drive it back?

A relative of mine moved to Washington for a year (while he was there he got a WA drivers license, had WA CCW) he moved back after one year with some new free-state friendly handguns, submitted the deceleration form with CA when he moved back and wasn't hassled about it.

I know that if you own property (land) in CA I think your always a CA resident in their eyes, but it probably depends on how deep his paper trail went in Oregon.

Dont know what his tax status was, he had a job in WA and assume he filed WA taxes and during that time, but he probably had overlapping years, and each year filed CA taxes as well for the duration he was in CA...

CA residency is generally established by employment, the attaining of a driver's license/identification card and/or the registering of a car. Any one or the other or all three are fine. On that specific form, a California Driver's License or Identification Card (or Military ID) is required to submit the form.

If you concurrently maintain a home in CA and another state, it's a different story. If you are employed out of state and/or have an out-of-state license/ID you might be able to get away with it.

The filing of taxes do not necessarily matter for the establishment of residency.

To the OP: Your friend needs to head to a DMV to register cars/convert to a CA DL within 10 days (2 weeks).

This forum is FULL of people complaining about California, I get that our gun laws are restricting, but there are 1000's reasons TO live here, which is why it is one of the most populated states in the country.

Here area a few obvious reasons why someone may move back after leaving....

Between the illegals, the crime, the cost of living, and taxes... none of those pictures are reason enough.
