    Yes it is.

If you're roster exempt you can buy it new from a dealer.

If you're not roster exempt you'll need to look at the secondary market to get it in California.

    Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

Cops get to buy these, not us common folk.

Private party transfer is only way to get one if you're not LE.

And because of that they're twice the price than a free state.

Why go G42 when you could go G43? I mean both are off roster but if you are going to get one the G43 seems like the way to go. Are you a fan of the G42 OP?

Glock 42 is what you want, its a 380, I got one from a leo, paid $600 which is market, they pay around $450, got taren tactical mag extensions which add 2 rounds and gives you a better grip, I also have the 9mm 43 which sells for more $.............the 42 is smaller and lighter, you'd like it.....

One of the deputies told me he prefers the Glock 42 over the Glock 43. Says there's less felt recoil and it's more accurate.

                    Due to Federal importation laws/regulations...

The .380ACP Glock 25 and .380ACP Glock 28 can only be imported into the USA for sale to a Gov/Mil/LE agency.

After they are initially sold to a Gov/Mil/LE agency, that agency can re-sell them their LEOs or trade/sell them to a distributor.
That distributor can then sell them to the public. (often at a mark up for being "collector's items")

I agree with less felt recoil but disagree with his statement about accuracy.

I own both the G42 and G43, and yes, I love them both.

The G42 is a pleasant and accurate pistol that is fun to shoot.

I carry the G43, but I have no plans to sell the G42.

If you are recoil sensitive or want a slightly smaller Glock pistol than the G43, the G42 is an excellent choice.

I see them regularly at reasonable prices in the marketplace.

Wait, so we can legally own a 25 or a 28?!?!?!?

Can a LEO sell one of those to a citizen? It wouldn't run afoul of some federal law?

About a decade ago, an east-coast distributor sold a batch of LE agency trade-in Glock 28 Gen 3 to the public.
They were being sold (used in good condition with one magazine) for $800. (marketed as collector's items)

They are initially sold to LE agency, which in turn issues them to their LEOs.
After they are retired from service, the LE agency either allows them to be sold to their LEOs (this is rarely done) or trades them in when they adopt a new service pistol (mostly what happens). Sometimes those trade-ins, pop up on the used market.

During the late-1990s, a few USA LE agencies adopted the Glock 28 as an issued backup sidearm for their LEOs.
Post-2006, have not heard of any USA LE agency still issuing the Glock 28. So, doubt that another round of LE trade-ins will ever hit the civilian market.
