I could understand this sentiment if it was after July of 2018.
As it stands from the best I have read- As long as you have the the newer polymer 80% lower with the plate in the picatinny rail section for serialization and it has a number you have assigned it prior to July 2018 then you are fine?
What I like most about the 80% Polymer Glock is the ergonomics of it. I would be happy to DROS / FFL a fully completed version of it.
From many of the comments I have read and my sentiments as well are that the ergos' of the 80% polymer are much nicer. If you go with the std Glock 19 gen 3 you would have to send that lower off to be worked, so after it's all said and done you are still into in for about $800.
For some the 80% route will be worth it- At least until July of 2018. Especially if you are going the custom Glock route anyways.
