Is there a way that you can run serial numbers to find out who the registered owner is?

No. You can't. Law Enforcement can. You can request a list of guns that are registered to you (and only you) in AFS

That would not be very good policy, but this is CA therefore nothing is off the table! Coming soon to a coastal county near you

I understand and agree. I'm asking because a friend of mine asked me the question and I had no idea. They happened to come across a gun and have no idea who's it is.

I believe it is only something that can be done by a law enforcement officer or the Department of Justice.
