Can I purchase off-roster handgun from a friend from outside of CA?

    Can I purchase off-roster handgun from a friend from outside of CA?

    I'm looking to add the Walther PPK to my collection. Let's say my friend from out of CA has a PPK, if he visits CA, can we simply go to a FFL in CA and do a private party transfer? Thanks.

      Only if leo or certain military If civilian no. If he has valid ca picture id then yes..

          Think about it - If it worked like that, there would effectively be no roster and no $1000 Glock 43s for sale here.

          Direct family only, meaning parent/grandparent/child/grandchild. Not aunt uncle brother sister cousin, not step parent or parent in law etc.

          And the one in thirty rule applies for handguns when gifted from out of state.

              Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

                Probably your best bet would be finding a C&R PPK, then it would be roster exempt. Or hang and wait for one to come available locally to you. Either way, you are going to pay.

                I have one, they are neat and all, but I rarely shoot it.

                  I was in the same boat, like so many here and wanted an off roster gun. The only reasonable, legal ways I found to get one is.
                  1) get your father , mother , grand father , or grandmother to gift you one ( no money can change hands )
                  2) purchase it from a private individual through a ffl transfer, this means you locate one for sale and meet at a ffl gun dealer and do the transfer paperwork .

                      I might move out of state next year for graduate school. If I buy the PPK next year from out of state, I can bring it back to CA no problem?

                        If you legally become a resident of that state, and a PPK is legal to purchase in that state, you can buy the PPK. Once you move back to CA, you can bring it with you.

                        But is a PPK worth buying and selling two homes?

                          You would have to officially move out of state to the other state and officially move back. I wonder how this works from a registered assault weapon perspective. Owning a RAW adds a possible wrinkle to that idea..

                            What does "officially " move mean ? I will be renting an apartment in the new state with a lease agreement. Is that enough? Or do I need a drivers license from that state

                              You will need to cut all ties to CA. That means you need to register your vehicle in the new state, get a DL in the new state, get a local banking account, register to vote, and every thing else a normal person does.

                              You will not return to CA over the summer breaks or other vacation breaks. Most importantly, you need to be financially self-sufficient and not receiving financial help from your parents or others that are CA residents. That means you also cannot be claimed as a dependent by someone who is a CA resident for income tax purposes.

                              The ATF says that while you are attending an out of state college, you are a resident of that state for gun buying purposes, and when you return to your home state you are a resident of that state for gun buying purposes.

                              Your problem is with CA law. It prohibits a CA resident from importing into this state any gun obtained out of state unless it is first delivered to a CA FFL and goes through the DROS process and 10 day waiting period. Handguns have to be on the roster. The 1 in 30 applies.

                              You can buy the PPK when you go to school out of state but if you maintain your CA residency, you cannot bring it back.
                              Anyone can look around and see the damage to the state and country inflicted by bad politicians.

                              A vote is clearly much more dangerous than a gun.

                              Why advocate restrictions on one right (voting) without comparable restrictions on another (self defense) (or, why not say 'Be a U.S. citizen' as the requirement for CCW)?
