Did someone just put a spent cartridge over a 38SPL cartridge? Can you take it apart?

Did someone just put a spent cartridge over a 38SPL cartridge? Can you take it apart?

It does not come apart easily, but I will be asking the owners if I can try to take one apart. Worst case is I chuck it up on the lathe and cut through the tube to see what is inside. I am always wary of trying to disassemble possibly live ordnance when I am not sure what is inside.

I think you guys might be on to something as the device looks like it could be what is shown in Sealocan's first link. I have sent the pics to a friend that raises goats and sheep to see if he recognizes them.
