I have a question on when the 30 days limit starts
for a handgun purchase at a dealer.

does the 30 day start when your DROS begins?
or does it start when the 10days background check has cleared (making it 40days)?

Correct.

But to be a little more precise. It's 30 twenty-four hour periods.

So if you start a DROS on July 1st at 15:45 you must wait until July 31st at 15:46 to start your next one.
