yes, the way that a CA resident would have a off-roster handgun is if he bought it during the SSE days, bought it when it was on-roster (not the Sphinx), bought it before there was a roster, bought it from someone else in a CA (PPT), is a CA LEO (roster-exempt), bought it out of state and then moved to CA, or was gifted to him by a parent, grandparent, child, or grandchild.
Once it is in CA and owned by a member of the public, then it can be sold and resold in PPT transfers without violating the roster limitations placed on dealers.
