Yep. Unless you're a law enforcement officer, you can't buy anything off-roster new from a dealer. You can't have it shipped in from out of state either.

If you're lucky, you can find a private party who already owns one and wishes to sell it. The marketplace here is probably the best place for that.

Also, if you have a parent or child in another state, they can buy it for you as a gift.

What you (and I) want is irrelevant, since someone has determined that micro-stamping is a viable process even if it doesn't work, and it has to be on any new semi-auto handgun.

          Here's how you do it.

There are threads that describe the process, and the choices available.

I would suggest looking for those threads if I was you.
Because that is where you need to do your research.

^^^ what they said. UNless you are an exempt person (LEO), that train has left the station. You can NOT bring in off roster semi autos any more. You can still bring in off roster revolvers thru the "single action exemption" (SAE).

If you want to own a FN FNX-9 you have to pay whatever the "California fair market value" is on a private party transaction.

Keep in mind if you have an out of state family member (Mom, Dad, Grandpa, etc) buy it with the intention of transferring it to you, they may very well be committing a federal crime - - “straw purchase”. While they can buy it for you and give it to you as a gift, they cannot buy it with the intention of you paying for it. Check out Federal form 4473, question 11a. Be sure to read the back of the form which explains in detail how to do a legal transfer.

Federal law specifically allows gifts, does not allow a “straw purchase”.

If you don't want to pay the CA off-roster premium, your best bet to get off roster pistols is to go airsoft.

Sorry mate, that's the sad truth of it in CA.

For what it's worth ... Expect to pay a premium, an ever increasing premium for off roster guns. Expecting to pay MSRP or the national free state "gunbroker.com" average price is simply not realistic anymore, sorry to say.

Best places to look are the CalGuns classifieds, armslist (California only) and some of the auction houses in state. Note that only face to face private a party transactions are legal for off roster pistols.

                              Good luck in your search.
