    I don't know why...but I see this in the OP's future:

Clip has NSFW language at the very beginning.
If you are wondering if you can get a LTC in Riverside County: THE ANSWER IS YES!

Is there anyway in CA where you do that, just shoot at target. This would work on your quick draw for dueling reasons.

With your impeccable accuracy, and proper shooting technique what else do you need? I'm sure you've taken a class or watched a video on proper holster presentation, right? Can't one of the best in the business marksmen you shoot with hook you up?

Maybe paintball is the answer, you get to have a actual target that will not stand still. Find one of the Simunition training facilities, it's not dueling but real life simulated lethal force encounter's, time to step up your game, and get away from Hollywood video game BS.

Woah now, you gotta be careful SCE, you can't just go fast drawing that manliest of man cannons out, even if it's in a pinch!

you can't duel with a glock.
Only old timey flintlock black powder muzzleloaders...and a silk glove.

                        What's with you clowns?

Have you never taken training where you draw your weapon from the holster and fire? Get off this guys nuts already.

The best advise I can give you is to take practical handgun training from a good trainer and learn to draw / holster your weapon properly. Trigger discipline is paramount. As for places to shoot from the holster, I don't know ANY ranges that allow it without taking one of their classes. Reed's in Santa Clara allows holster work once you have taken one of their classes.

If you want to practice without a range, get a SIRT training pistol and an appropriate holster and practice with that.
