Maybe for a very common pistol like Glocks and/or 1911's. I don't see the R&D going into uppers for a wide variety of pistols. I predict the roster being struck down before widespread SSE 2.0.

It's all economics. A single shot upper would only interface with a frame on the rails, hammer and locking points. Not actually that much engineering between a 1911 and a Sig or Ruger or Beretta etc.

I appreciate your optimism on the roster lawsuit. You realize that even if the judge rules this year it's almost guaranteed there will be a stay pending the guaranteed appeal by CA.

It's also economics when it comes to tooling and machining. Saying that the upper would only interface with a frame on the rails, hammer and locking points is like saying that all pistol uppers have a slide, a barrel, and a firing pin. While they all share similar characteristics, they are all built to different specifications. That's when you start looking at design, fit, tolerances, and functionality. It needs to pass the sniff test. If not, you could just make solid dummy uppers that you just throw on top of the frame.

What you're asking for is someone to R&D an upper, create specific tooling for it, and then market it to one state. If they were willing to go through all that trouble, they would have just found a way to incorporate microstamping into their pistols and put them on roster. SSE was a California solution to a California legal problem, not a manufacturer solution.

Two things on this:
1. We currently offer SSE2 AR pistols to California. Cal-DOJ has been notified of our intent, and they declined to offer an opinion. Distributors such as Sports South and Bill Hicks are carrying the product. We also have many direct dealer customers carrying (or will be carrying soon) the SSE2 pistols.

2. We could easily make tilting barrel pistols for CA if the demand was prevalent and the mainline manufacturers (e.g. Glock, S&W, Ruger, etc.) would offer the virgin frames to us. I have asked some of the big boys if they'd like to work with us on this, and so far no one is interested. Smaller companies (with good product) like Lone Wolf will play ball, but I'm not sure if that would translate well enough to make it worth while to jump into the project.
