If you're talking about real pistols, not likely to happen. Too much R&D and you need manufacturers on board to make pistols that are single shot from the factory.

If you're talking about stuff like AR pistols and such, those are already being done.

They are being made as dimensionally compliant (straight pull) bolt-action single-shot pistols.
Since they were never semi-auto, SSE can apply.

No kidding, bolt action AR pistols? And once you get it just replace the upper or something (if they'll even allow that)?

Hopefully this is figured out soon. The window to apply for AOW using trusts without providing CLEO signature and all that, I think, is ending soon.

Yes.
After being transferred, the owner can then modify it into a semi-auto pistol with a fixed magazine by installing a gas system (gas block + tube or gas-piston) onto the bolt-action upper, making it semi-auto, or by replacing the bolt-action single-shot upper with a semi-auto upper.

Not the typical bolt action you're thinking of. You would use the charging handle to extract and reload after every shot. The pistol does not get manufactured with a gas block and gas tube. Check out tracy rifle and pistol facebook page. They have a post around 1/8 that has what they offer.

You could move out of state, establish residency, purchase the pistols you want, then move back to CA as a new resident and then do your paperwork http://oag.ca.gov/firearms/ab991.

However it sounds time consuming.
