where can I find this ATI number? All I have is the receipt from my issuing agency and a receipt number. I doubt this is the ATI number.

little background. I'm at 10 weeks in a county that is famous for issuing, I think my paperwork is lost. I have called my issuing agency several times and it has been reported that the paperwork is with DOJ. I called DOJ and they say that can't release info over the phone, which I understand. My worry is, that 6 people applied after me and received their permits in less than three weeks.

My ATI# was at the bottom of the form. It says ATI#, to the right is the Amount Collected/Billed area.

Still haven't been able to get through. I called again just now and Melissa's voicemail was full but I was forwarded to someone else answering phones. Was instructed to email ccwpermits@ocsd.org which I just did.

The licensing authority shall give written notice to the applicant indicating if the license under this article is approved or denied. The licensing authority shall give this notice within 90 days of the initial application for a new license or a license renewal, or 30 days after receipt of the applicant's criminal background check from the Department of Justice, whichever is later. If the license is denied, the notice shall state which requirement was not satisfied.

This is where is gets interesting.

The IA could literally receive the DOJ background check on day 90 just before sending out notification, and not be required to drop the notification in the mail for another 30 days after that.

If they go over 120 days past the date or application, then you know you are being messed with and they aren't following the law.

I interpet it differently. My understanding here in OC is that the 90 days is just the time limit to process your initial application that allows you to proceed. They don't even start the DOJ checks untill they process your app and send you a live scan form. Then they have 90 days from the start, or 30 days past the background compleation date.
If they haven't contacted you by 90 days, I would contact the Lieutenant in charge of the ccw permits, then wait a few days and contact Sandra Hutchinson's office.
