    I spoke with an Atwater police officer and asked about Livescan. They do have one that they use for booking, etc. he said he would bring it up to the chief as a possible revenue source for them to open the service up to the public.

      Gator Ray, all of this type of info belongs in the Merced Co thread in the License to Carry Information forum ("Information on how to get a LTC in your County"), dealing w/applying for LTCs/CCWs in particular counties at:


      GR, I encourage you to cut & paste the guts of your above posts and post them at that linked page. This subforum (License to Carry Discussion) is for discussing issues relating to carrying, such as guns, holsters, types of ammo, calibers, etc., not about how to apply to get a CCW in a specific county.

      For some reason, the Moderators here are not moderating these threads in this forum and lots of good info about applying ends up getting lost here rather than being compiled in the county specific forums over there where people can easily find it.

        I just posted the following at the thread linked above, and thought I should post it here as well.

        BTW if CGF wins Lu v. Baca (lawsuit saying sheriff can't req denial by CoP before accepting CCW app), you guys have got to get CGF to tell Merced SO to stop requiring it too. They have a big, red letter paragraph stating that requirement on their website at:

            When you complete your Livescan and turn in your paperwork, you will need to also turn in three(3) letters of character reference.

            This will start the process for your background investigation. (So, you are 'approved' before you are 'denied' and they can take your fees for not providing a license? 26190(b)(2)))

            As long as everything looks good from Livescan and investigation, you will need to set up an appointment with their police psychologist.

            As long as that goes well and you are still approved, you are then told to take an approved, 8 hour minimum, CCW class and qualification for each firearm listed on the original application.

            Good luck. I was approved and I am getting my Livescan as I type this. So Merced PD is actually willing to issue as long as your Good Cause meets their definition of need.

            Other cities in Merced County I don't know about yet. But some of my friends have applied.
            Needs more litigation. See bolded notations.

            Seems that the PD is doing a superficial read of the statute that prohibits a demand of payment in full before you get a license.

              They probably did only a superficial review of the statute. They were kinda thrown into this by the SO not accepting applications from city residents. They informed us at an informational meeting that we were the first ones to go through their process. I'm sure that they will have their bumps and change their policies as they go. (Such at the 20% for fees)


              I'm sure their denial letters state their reason for denial. I wouldn't know for sure because I was approved.

              Im not sure if they refund application fees if denied through their process. Didn't ask because I didn't want to jinx myself. LOLz.

              Since their process was made including the city attourneys, I bet they will align it with statute as they proceed.

                Ignorance of the law is no excuse.

                Especially, when they have counsel that they pay to know this stuff. I think I would be writing some letters intimating that applicants are in queue prepared to follow the statute and litigate to correct deviations from California law.

                  Background investigation completed. They did Talk to neighbors, wife, and references.

                  Have psych app Jan 2, then CCW class.

                    I didn't realize Merced Co. put their applicants through such a rigamarole!! A psychiatric interview? Talk to the neighbors? Letters of reference? HO-CHEE-MAMA!! Whatta crock!!

                            Finished up with CCW process. Qualified at the range today to finish up CCW class. Turning papers tomorrow and picking up permit.

                            Ken Coe is an excellent CCW instructor. Saw him really helping others in class that needed it.
