Why is CA CCW process different

Many states don't go to the extent that CA does to obtain a CCW CCW. In CA there is a detailed background check where they ask you to explain Good Cause, any past criminal history, and require an oral interview. Why does CA make obtaining a CCW almost as detailed as becoming an LEO? Does this really deter anything?

I'm not sure I understand your question; the process varies from issuing agency to agency. Unfortunately there is no statewide standard procedure.
I never had to do an oral interview. The only requirement they had was a range qualification and a 8 hour course with a NRA certified pistol instructor.

Really? I was under the impression that in order to obtain a CCW you must go into some State building to speak with someone about yourself.

My question is just questioning the strictness and superfluous procedures it takes, in comparison to other Shall Issue states, to obtain a CCW

Nope, nothing like that. Just filled out the paperwork, got the certificate of completion from the pistol instructor, paid the fees, had the live scan done and then waited... and waited.

Like I said, every issuing agency is different. When I applied with another department they told me I would have to have a psych evaluation and carry liability insurance (told them to go fish). So every agency is different. I know that Calguns Foundation is working very diligently to get every municipality in line, and set some sort of standard process, but until then, well there you go.

Yeah, California is different from County to County and sometime even the Cities with-in. Some Counties are No-Issue, others are Shall-Issue. Doesn't makes sense except now we know that Liberals come from a flawed Gene.

This is the reason why I hate Cali but I'm stuck here for 11 more years.

It varies by county even in some Shall-Issue states. My county, turned in the paperwork and $50, then wait up to 40 days. Others, you have to interview with the CLEO first.
Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

Just because a state is shall issue doesn't necessarily mean any less of a complete back ground check. All agencies are different, and it differs greatly even within California. Some interview, some don't, qualifications and instruction times are different, costs vary, times vary, which county are you in?f

If you are 626 area code, it's even easier. No cost, no time, no qualification, no permit.

The answer to the OP's question is: "Because its the People's Repugnant Republic of California."

Next to the female orgasm, ccw may be the most misunderstood thing in this state (or country).

                        (1) CA is May Issue, not Shall Issue. (2) Most other states were not any better than CA (15 were worse -- No Issue), until the NRA start pushing Shall Issue legislation back in the mid-1980s.
