        Let's go back to the basics here.

        Does the question ask to list "Citations" or "Convictions resulting from citations"?

          I’d just list it. They much rather have you honest than hide such a common traffic violation.

            Basic guidance: Tell the truth.

            From the CCW Application, Section 2, Item 8:
            8. List all traffic violations (moving violations only) and motor vehicle accidents you have had in the last five years.

              List it. If it's inconsequential from the officer's point of view, then they will disregard it. If it does matter and it's not listed, they will rightly wonder what else is omitted.

              I've heard of a matter from high school on a friend's application that was disclosed on paper, but the investigating officer didn't mention during the interview. This was pointed out when the interview focused on the relevant topic, and the officer replied something like "Thank you for clarifying. That isn't an issue."

              This response is preferred over "Why wasn't THIS mentioned?"

                That language ("violations") calls for times we didn't even get pulled over. In the if a tree in the woods falls, does it make a sound category.

                  I'm an immigrant. When I naturalized, became an American, the form asked if I ever had been a member of an organization. I knew what they wanted to know, but I truthfully listed both AAA and Costco. It's not up to me to decide what's important to them and what's not.

                    Just list it. I'm a serial traffic offender. About 14 cases in last 8 years or so. I literally ran out of space on the box to put all my violations, and said, "Needs more space" - They didn't even request that I fill out additional sheet or anything.

                    Only thing about my violations is that they all end in dismissals (80%) or Not Guilty (20%). I only have one 'conviction' that I let go because it was a non-moving violation. All the others were moving violations.

                    Anyway - the lesson I learned about traffic tickets is that if you're willing to put more effort than the government into fighting them - you are likely to win. Also, traffic violations don't appear to be considered by most IAs for CCW issuance.

                    Perhaps it's just a trick question to get you to list something more serious? Or maybe they can't(don't?) consider non-convictions.

                    Either way, has been a non-issue for me.

                      My response highlighted the directive language of the question because that is what the OP needed. The OP has the Application (Page 4) for review so he knows that, having read those words, the requirement is to list:
                      Date; Violation/Accident; Agency; Citation Number.

                              It would be like it never happened… to your insurance company and your driving record. That is all.

                              Govt will always have a record of that but obviously wouldn’t the counted against you if you did traffic school, in terms of driving record.
