Wait until his new residency and he can establish all the documents for proof. It will only cause more confusion if he has to change all his info in the middle of the application. I would say full speed ahead. Document the current residence. Anything in he future is mere speculation. When his residence changes, if it is till L.A County and it does not change his GC, just update them with the documentation for the new address. If the new address is outside L.A County, just withdraw the application. I would wait on the expensive parts like training and live scan until they are actually needed.I wish today's liberals could understand: You cannot be generous by giving away other peoples' money and you cannot demonstrate your virtue by your willingness to give up other peoples' rights.
