      Could someone please explain or direct me to what it means exactly for a handgun to be on roster and what it means to own one off roster? Thanks

        ^^^^The state has a listing of approved "safe" guns that are on the CA roster.

        These are what you can buy new in gun stores.
        Regular non-LE humans cannot go to Turners' and pick up a new gun that is not on the roster.

        Off roster guns can be brought into the state by people moving here, gifts from parents or children (not cousins, uncles, siblings...) or purchased by some LE that can at times resell if they are no longer needed/wanted.

        A few more exceptions exist such as Curio and Relic guns, single action revolvers, Olympic exceptions...

        You can own an off roster gun if it is otherwise CA legal (e.g., generally no threaded barrel).
        Most of us can get them by buying a used gun via PPT (Private Party Transfer).

        Several of my guns are now off roster because they changed how the gun was manufactured, which kicks in microstamping, or quit making them.
        The manufacturer then quit renewing the annual approval and then is removed from the roster.

        All but one of my new handguns was bought when on the roster.
        A few years back we had the SSE (Single Shot Exemption) which allowed us to modify an off roster semi to single shot, then bring it back to the normal condition.

        New additions to the roster for semi-automatic pistols require microstamping, which is not technically feasible at this time so only previously approved guns with things like color modifications can be added.
        The roster shrinks annually.

          Thx Gary...so does this mean I cannot purchase a new handgun from direct from Wilson Combat that is not on the roster such as the EDC X9 unless I get it from a PPT?

            Otherwise, PPT.

            If someone sends you a PM and says contact "so and so" by email because they have one, that is a definite scam going on here recently.

            Meetup for a PPT is in person, typically cash only.

                So if not parents or children, other family members such as uncle or cousin would be considered a PPT? Is that legal?

                  No.

                  I am assuming we are still talking about off roster and they live out of state.

                  PPT is for both people living in California making the transfer.

                  Only direct family: parents/children/grandparents.
                  Uncles, cousins, in-laws, siblings, etc. nope.

                      Hey CalGuns! I’ve kinda missed this place..
                      Actually I only started collecting Milsurps 3 years ago. I think I might own about 24...They're cheaper than guns that will most likely never get the opportunity to kill somebody...

                      I belong to the group that uses firearms, and knows which bathroom to use.

                      Tis better to have Trolled & lost, Than to never have Trolled, at all.

                        Garv let me rephrase this...theoretically if I had a brother in law that is law enforcement and he had bought something off roster that he no longer wanted, he could sell it to me through a PPT?

                          Partly allowed certainly.

                          On roster handguns should not be an issue if otherwise CA compliant.
                          (Threaded barrels, standard mags. would not be allowed)

                          Long guns would need to be CA compliant. (AR-15 for example.)

                          I am not certain about off roster inheritance so I'll suggest you ask this one under "General Gun Discussions" or "How CA Laws Affect/Apply to me".

                            If he lived in California and he was the kind of LEO that is allowed to sell off roster guns, yes. (Some LEO are restricted from reselling.)

                            Not from out of state.

                            PPT is a CA resident to CA resident sale.
