Revise description of General Discussion forums

Since Legal and Political now have their own section of sub-forums ("POLITICS, LITIGATION AND ACTIVISM" at: http://www.calguns.net/calgunforum/f...play.php?f=329), the General Discussion description should be revised to something like, "The place for General Discussions including non-gun Legal and Political"
