FFL03 & COE

Is it Turner's policy not to accept FFL03 and COE for a C&R consignment rifle and process it as a standard sale with the ten day wait? An employee at the Chino Hills store wouldn't take my FFL03 and COE today for a C&R consignment rifle. Bit of a drive that I'll have to make again in ten days.
