The product description says this item complies with DOJ regulations basically because once a magazine configured with this item is in the mag-well of a BB configured weapon, the tool is by default, inaccessible...

I am going to assume that same said magazine configured with this item attached to a Redi-Mag is not compliant with DOJ regulations...

Would this be a correct assumption on my part?

Because DOJ seldom makes rulings regarding the legality of specific products or their configuration, I would venture to say one should never assume anything with regard to legality unless precedent has been established. Though we can't advise you as to whether or not this would be legal, I would say its best to be cautious about things you're not sure about.
