If it's Forest Service Land, you may want to contact the rangers. In reading the SoCal range cleanup posts, I've seen that the Rangers like to be on site during these things, and they like sign in sheets, I hear. I don't know if it's an official rule though. I'll bet that Pennys Dad could give you the full rundown.
I've also read that SoCal has some Calguns safety vests that they use when doing this (and then give back to GGN. You basically borrow them). Again, Pennys Dad can tell you. It's good publicity and good safety for the volunteers.WHAT I HAVE LEARNED SO FAR, MOSTLY THE HARD WAY

I have been thinking of taking a drive up to the local station. They do have volunteer forms and it will help us dump the trash for free among other things.
