Hi, I'm on my fathers account currently. I'm 16, and want to build an 80% AR. With these new laws coming up in 2018 regarding 80%, I'll be 17 then close to 18. I want to avoid all of them mainly the part regarding acquiring a serial number from the DOJ, and proving that I engraved it on the AR. I'd much rather engrave my own stuff/ info. My main question is: Can I build an 80% AR-15 as a minor in California? I've read some other threads here, and they've mainly said yes because a minor can own a firearm transferred via parent, and because they can... I can make a firearm. Is this true? I've looked pretty thoroughly through the states special laws and what not, and have not seen anything regarding age, except for pistols. I've seen in the AB 857, it says under Section 4 "An application made pursuant to subdivision (a) shall only8 be granted by the department if the applicant does all of the following: ..... (2) Presents proof of age and identity as specified in Section 16400. The applicant shall be 18 years of age or older to obtain a unique serial number or mark of identification for a firearm that is not a handgun, and shall be 121 years of age or older to obtain a unique serial number or mark of identification for a hand gun." From my knowledge, this doesn't come into effect until mid 2018, so if I finish my firearm prior, this doesn't/ shouldn't apply to me? I know I'm asking a loaded question, but I really want to build a m16a1/603 build.

If you're really 16 years of age I would be worrying about other things much more important, especially at your stage in life. Firearms are the absolute last thing you should be getting into.
Get your priorities in order.
1) Start looking for a job.
2) Focus on your grades and maintaining a minimum of 3.0 GPA.
3) Start looking at JCs or Universities to attend.
4) Start dating.
5) Focus on getting your driver license.
6) Stop playing video games that focus on guns and war. War is not fun.
7) Volunteer at a local shelter.
8) Focus on possibly getting into sports in high school.
Once you get a grasp/grip on these things then talk with your father about teaching you the basics with firerarms. At your age you know nothing other than what you see on TV or video games which is not the real world.

It is great that you want to build your own firearms at a young age. We could only wish that finishing something like an 80% receiver was a common class assignment in high school metal shop. If that is your hobby/interest, I wish you good luck. One last tip: don't wait to learn the basics of gun handling and shooting. If your family is into it, awesome! We need more young shooters.Comment

If you're really 16 years of age I would be worrying about other things much more important, especially at your stage in life. Firearms are the absolute last thing you should be getting into.
Get your priorities in order.
1) Start looking for a job.
2) Focus on your grades and maintaining a minimum of 3.0 GPA.

Absolute last? Even behind things like gangs, heroin addiction, and teen pregnancy? For the record, most lifelong gun owners get into firearms at an earlier age than 16 -- at least where I come from.
