    Safety Demo and Cosmoline issue

    Ok Have any of you out here on the CG had issues when a firearm is delivered to you caked in cosmoline and then you have to do the safety demo? Are you guys charging to clean this gun before you demo it? I personally don't deal with cosmoline and have never charged a "dirty gun" fee because I never cared if it was dirty or not.

    Are you all charging to clean these now?

    CA PC 26860 states:

    (a) Except as authorized by the department, commencing January 1, 2015, a firearms dealer shall not deliver a long gun unless the recipient performs a safe handling demonstration with that long gun.

    (b) The department shall, not later than January 1, 2015, adopt regulations establishing a long gun safe handling demonstration that shall include, at a minimum, loading and unloading the long gun.

    (c) The firearms dealer shall sign and date an affidavit stating that the requirements of subdivision (a) and the regulations adopted pursuant to subdivision (b) have been met. The firearms dealer shall additionally obtain the signature of the long gun purchaser on the same affidavit. The firearms dealer shall retain the original affidavit as proof of compliance with this section.

    (d) The recipient shall perform the safe handling demonstration for a department-certified instructor.
    The DOJ has not finalized regulations that satisfy PC 26860(b), so until they do there is no right (or wrong) way to do the demonstration. I'm not a lawyer and can't give legal advise, but I'd say pointing to where the bullets go, and telling them to keep it pointed in a safe direction and finger off the trigger would suffice for the rest of the PC requiring the safe handling demo affidavit to be signed.

    ETA: The above only applies to long guns. If it's a handgun, they'll need to do a demonstration per PC 26850, cosmoline or not. Use gloves and clear the chamber enough to chamber a snap cap.

      OR... you could refuse to initiate the DROS until the customer gets a hunting license (ETA: if it's a long gun) or other exemption from the FSC & SHD.
