If someone with 03 + COE purchases a C&R long gun from someone's personal collection (NOT business or business inventory,) and that person also has an 01 FFL license, does the longarm need to go through DROS?

(I'd assume PPT DROS?)

Is PPT Dros set up for the 10 day / fsc exemption?
