    FCS Re-print Fee Clarification

    FYI - I have this pending:
    ugimports said: How much is it to replace an FSC? The printout says $5 the dealer can charge, but the PC it refers to says $15 goes directly to CA DOJ. FFLs in CA are confused. (initial issue report)

    DOJ Response (01/03/2015 11:44 AM ): As of January 1, 2015, the replacement fee for an FSC is $5.

    DOJ Response (01/04/2015 02:37 PM ): PC 31660 states that we may authorize the issuing instructor to charge a fee, not to exceed $15.00. That fee is currently $5.00 for a duplicate certificate.

    ugimports said (01/04/2015 05:23 PM ): Do we need to pay $5 if we keep a copy of the PDF upon initial deliver of cert? I'd rather not have to charge the customer if not needed.

    I'm still confused.

    How much money are we paying to DOJ to replace a card?
    How much money do we keep?

    I don't know why I can't wrap my head around this one. I have been keeping my PDF's and would love to be able to reissue for free.

      Right now they are saying $5 and re-issue through the system (which will collect the $5). CUrrently stuff is showing free I believe because the system is hosed and they don't want to issue a bunch of refunds.. I would expect once it stabalizes the $5 will go back into effect if you were not keeping PDF copies.

        I wonder if the original intent was 5 bux to you if you could reprint it and 15 bux to the DOJ if they had to look it up (like if an instructor who had the records was no longer around)?

        They are SOOO not ready for prime time...

          Further info today so far:
          DOJ Response (01/08/2015 10:11 AM ): An FSC cannot be made and kept in case the customer needs a replacement. If a replacement is being issued through the system, the CI or customer would have to pay the $5 fee.

          ugimports said (01/08/2015 10:14 AM ): Why do I have to issue a replacement through the system? In the past I just issued a new card which I prepaid for (and DOJ created). I create the card now on my own paper and printer.

          DOJ Response (01/08/2015 12:46 PM ): PC 31660 (c). The department may authorize the issuing instructor to charge a fee not to exceed $15 for a duplicate certificate. Revenue is deposited pursuant to section 28300.

            OK, so we are stuck on the may authorize.

            Right now they are saying $5 if we use their system to reprint. They could charge up to $15 for the reprint.

            Is there anything saying it's against the law to issue for free by using our own saved files?

            Interesting....I'm pretty sure DOJ is having to pass out Valium to it's staff at this point.

            When the new background check system gets going I expect them to start jumping from the windows.

              I'm trying to see if they'll let me issue it for free.. right now, correct, it sounds like by statute it's UP TO $15 (of which has to go to some DOJ fund). They were nice and made it only $5, but there doesn't seem to be a reason I can find so far why I need to give them $5 when it's my ink and paper being used. I personally don't mind giving these for free as a service to my customers. I may change that if they all decide to start losing theirs though.

                I agree on printing for free, it's my paper and ink. If it gets bad just put a donation jar up for paper and ink.
