I am a CA FFL in TX for few months. I found an add for a rifle I want to purchase from TX. I contacted the seller to do ftf then he informed me he was in IL for a few months. Could I use my TX address for seller to ship gun? Would it be safer (not to get screwed)for seller to ship to TX ffl and handle sale that way? What would be a safe way to purchase and receive this rifle?

I would say no, you can not have it shipped to you in TX as that is not your FFL address. It is legal to have firearms shipped to other addresses though, so it might be possible, but you have to make sure that it is not viewed as your doing business in TX nor acquiring firearms in a state in which you are not a resident. It is a bit of a strange thing, which would really need to be asked of a trusted source of the BATF.
As a CA FFL, there would be a problem if you had the firearm shipped to a TX FFL since in order for the TX FFL to give it to you, they would need to get a CFLC letter (according to the CA DOJ).
Now, if you could be considered to be a TX resident, then you could personally purchase it.Kemasa.
