    Pistol lower question

    So is the inability to dros a lower receiver as a pistol an issue of the roster, or the safe handling demonstration? I.e. if you are exempt from safe handling demonstration can you dros a lower as a pistol receiver?

    It's both. You can be exempt from SHD, but not from roster, for example, CCW holder. If you're LEO you could always DROS pistol lowers because you're exempt from both.

    However, in light of the current recommendation of DOJ to use "similar make/model" to do SHD for long gun receivers I am seeking clarification if that does indeed mean an AR15 lower receiver that is being built into a non-rostered Single Shot Exempt Bolt Action AR can go through the same process.
