Lower limits and the ATF?

I was just at a FFL asking if they could cut me a deal on fee's transfering in multiple stripped lower receivers. They told me anything more than (5) lowers needs to be reported to the ATF. Is that true and what are repercussions of the ATF knowing?

the FFL is mistaken. the rule is if you acquire two or more within a five day period, that they must report semi-automatic rifle purchases from .223 and up (.22lr is exempt).

but lowers are not rifles so that does not apply to them.

as for the repercussions, usually none, unless ATF were to contact you and you didn't have them because you flipped them or exported them.

The lowers are marked Multi cal and dros'd as long guns. So they could be used as a single shot or for .22. Therefor not needed to be put on the multiple rifle sale form. Am i understanding that correctly?

The "therefore" is wrong. A lower is not semi-auto nor a caliber over .22, nor a rifle, so the reporting requirement does not apply. It does not matter what they could be used for, just what they currently are.

It makes sense to me, but that's what I want to hear. I have two different FFL's in my neighborhood telling me that more than 5 stripped lowers purchased at the same time need to get reported to the ATF. On top of that they are charging a processing fee for each lower. I don't want it done for free but $75 for the first and $25 each additional seems steep for a repeat customer who refers business to them.

ask them to show you the law/regulation that covers that. but anyways, I personally wouldn't worry about it unless they refuse to let you do more than 4 at a time so that they "wouldn't have to report it".

those prices are not extremely out of the ordinary. they would basically prefer to sell you products instead of transfering them. what's their pricing if you buy from them? often times, FFLs will have stripped lowers avaialable for sale and have a cheaper OTD price than if you transfer through them instead.

haa this worries me since i heard not long ago a woman who was arrested for depositing $9000 and they said it was because she was trying to keep it below the $10k reporting amount

I guess all of us that only buy one semi-automatic .223+ rifle at a time are structuring so that we don't get reported?
