    FFL Exempt?

    My question is, Can ffl's transfer off roster handguns to private collection?

      I assume that you mean transering off-roster hadguns from the FFL's businesss inventory to the FFL's private collection. if so, no, there is no exemption to the roster just because you are an FFL.
