    FFL Type for SSE

    Sorry if this has been asked, but I've tried to find this elsewhere to no avail.


    To install a drop in barrel to SSE a handgun, does the FFL need to be a manufacturer or does an 01 suffice? If so, can you cite any examples?

    01 is fine, what examples are you referring to? Many of the FFLs currently doing SSEs are 01s.

      As long as there is no milling or machining involved, it can be done with an 01FFL.

      I can not cite an example, but I have talked to a person I know at the BATF. There is a memo about it, but it is not public.

        I was mostly looking for a BATF letter/memo related to it. Is that memo not public as in it's available for ffls? or is it merely for those in the BATF?

          It is not available for anyone outside of the BATF. I don't know why, it just is that way. I know it exists and that if the issue comes up, who to point to :-). I have not personally seen the memo, but I was told that it exists and what it says.

            Are you sure about this? That would mean that you do not need an 07 to build ARs from stripped lowers but I'm pretty sure you do.

              The difference from what I've ready before is that's changing a receiver into a rifle.

              The barrel drop in for SSE doesn't change the classification of the pistol and isn't an "upgrade" like changing sights or doing machining work.

                Ahh....That would make sense.

                What about going from stripped receiver to complete receiver? Or would that be an "upgrade"?

                  Good question. not sure on stripped receiver -> complete receiver. Would be a good question with ATF. They may not consider that an upgrade even though it does change the cost of the item. Other 07s here that actually do mfg should be able to say because of how they would have to log or not log those types of activities.

                        Actually, I just found out from the FFL holder that he talked to ATF and they told him that it's not manufacturing. Guess I should have talked to him first

                          Ok, so let me more clear, to take a fully functioning handgun, you can convert it by replacing parts, as long as no milling or machining is required to make it a SSE firearm and you don't need to be a 07FFL.

                          Putting together a firearm from parts requires a 07FFL if it is done more than one time as this is manufacturing.
