As a California resident, can I purchase a used pistol (from an individual who is out of state) of which the pistol is on the California gun roster? I understand PPTs need to be face-to-face among California residents but is there a caveat for where the pistol (which is on the gun roster), in essence, is being bought from a private party and not an FFL?
If this is possible, would this be a 1 in 30 transaction or treated as a ppt?
