Correct me if I'm wrong, but a stripped lower can be DROS'd as a handgun frame by an FFL.
From what I understand there are 2 obstacles than need to be overcome to transfer a stripped lower as a pistol.
1. The Roster.
2. Safe handling demonstration.
If an interstate intrafamilial transfer is roster exempt, and the person receiving the stripped lower holds a CCW and exempt from the safe handling demonstration, can a stripped lower that was DROSed federally as "other" be transfered into california as a "pistol frame?".
Is there something I'm missing?
