Is there any problems with receiving a complete pistol lower from Spike's and then adding the upper, bullet button and mag block before DROS to the buyer?

Not if you're manufacturing and log it as such. You're turning a receiver into a SSE Pistol. I don't recall marking requirements since I don't do it.

Then there's the FET you have to collect. I don't remember all the rules, but it's the same as when you mfg your own firearms.

if you do it once, no, but if you do it more than that, yes. There could be issues with CA law in terms of manufacturing a firearm, but I am not sure about that.

So, taking that info and long gun registration into account...

... wouldn't taking a receiver that has been DROS'd (registered) as a long gun - receiver, making it into a pistol, and then voluntarily registering = making a firearm that is a SBR under CA laws and documenting it for CA DOJ?

I have generally provided similar info as quiet, however, I never considered the vol-reg aspect of it.

I'm guessing that if DOJ is rejecting the volreg of an SSE pistol (Single Shot -> Semi) they would likely question the rifle->pistol volreg or just reject it altogether which leaves you with an SBR while you wait for the volreg results...

I'm up to hearing how it'll go, but I wouldn't want to be the test case!

Side note.

A friend recently (this year) sent in a volreg on an AR pistol that he made from an 80%.
CA DOJ contacted him and demanded pictures of it as a dimensionally compliant single-shot pistol.
He sent them pictures, but he did say if he could not provide them that they told him CA DOJ agents would be showing up to his residence to inspect the AR pistol.

Not as all as long as you are doing the engraving work to make it an Elite Armory pistol, submitting the paperwork to ATF , and paying the excise tax for manufacturing a new gun. You already have your 07 and are paying ITAR fees so use that privilege 01FFLs do not have.
