M1A preban

Well I'm wondering how to score an older M1A preban here in Ca.
I've come across some really nice ones and because of the flash hider
my FFL says no dice. He said:

Either the flash hider needs to be removed and a muzzle break installed or a bullet button needs to be installed prior to it coming into California

I need solid advice to become a proud owner of one of these, please

ETA: Just saw you're asking about an older one. Have the seller remove the FH. When you get it add a SA muzzle brake.
