      As kemasa knows, I had a non serial number related failure resulting in a duplicate charge that I described in this thread.

      I have to echo his comments about the CA DOJ appearing to be "deliberately unhelpful". When I balked at the representative's explanation that I should "just" get hardware, software, and an internet connection that never fails if I wanted to avoid risking double charges, she seemed to get defensive and dismissive (if not downright petulant).

      kemasa's problem seems even more insidious than my own, as one counter-intuitive misstep results in irreversible failure for which the FFL bears almost the entire cost to recover.

      By the way, the double-charging issue has been on their radar since January. I know, because I put it there:

      DOJ Response (01/01/2014 10:15 PM ): You are unable to go back once you go to the main menu. You must ensure you select "Submit another transaction for (name of purchaser)". Otherwise you will be charged again.

      It seems like one way to avoid all of this would be if they avoided submitting any DROS for review and charging the fee until the FFL goes through some kind of "I'm done" confirmation. That's probably not as elegant as, e.g., providing the ability to append to an open set of DROSes, but it's probably not as complicated either.
      That's just my $1.05.

        I have used "000NSN000" on numerous occasion with no repercussions thus far. I also write NO SERIAL NUMBER in the comments field.
