Im a brand new FFL and im trying to avoid this extra cost for now...
Do i have to have this for any and all used guns? If i want a gun for myself from say calguns do i need it? If i buy used from out of state do i need it? Out of my county? If i buy used from another FFL?

You only need it for:
1) Consignment with local parties where you will treat the DROS as a PPT
2) Purchasing guns for inventory off a local person

There may be other reasons, but that's the top 2.

If you're buying a gun for yourself you are a private individual. If it's shipped to you it will DROS as normal (not exempt from roster if handgun).

If it's a local person you'd do a PPT to yourself.

If you buy a used gun out of state and it ships to you the transaction is handled same as any other customer. You can't go to Nevada and take a gun home. It needs to be shipped with CFLC and processed. If you purchase from a private individual in Nevada he still needs to ship it to your premises and you'd process it same as if a customer purchased from the guy on gunbroker.

If you buy used from an FFL it's dealer to dealer transfer. Same as if you bought from a distributor unless you are purchasing directly for yourself as a customer at which point you would DROS it with them as an end customer would.

NOTE: All of my assumptions assume you are 4473/DROSing to yourself because of how your business is set up. I'm an LLC so I need to do this. I don't remember nuances of Sole Proprietorships or other setups.
