      Check to see if you can get a Utah ID (which is separate from a DL). Without a Utah ID, you would need a government document for proof of residency (requirement of the 4473).

      You might still have problems, but it is legal if you meet the definition of a resident. You can be a resident of two different states. Just make sure that you put Utah down when you buy a firearm in Utah.

      You can also bring in firearms that you buy from your second residence state, but you have to fill out a form and pay $19/firearm. You need to put where you got the firearm from, as well as writing that you are a dual resident. This is what I was told from the CA DOJ.
