The tread on the abandoned PPT got me thinking.
Say you put a handgun up for consignment at a FFL. A month or so later,
the FFL tells you the gun has been bought and paid for, but the buyer has not done the paperwork yet.
The FFL pays you the amount due to you in the transaction. Two months later, you ask if the buyer has done the paperwork, and the answer is no.
What is the ownership status as far as the seller is concerned? Is it still the property of the seller, the buyer, or the FFL?
Is this gun still DROS'ed to the seller as far as Ca.DOJ is concerned?
Is there a DROS status showing that a handgun is in possession of an FFL on consignment, or is the last DROS record still to the seller?
Is there a point were the seller should ask the FFL to contact the buyer to complete the transfer, or return the gun to the seller?
