FFl to FFL question re pistol lower

A customer sent a Mega pistol lower , stripped,marked Pistol. Me not knowing its comming. There are mixed answers and I need the right one.. Can it be drosed to him via Longgun or send it back??? Im a 01 dealer and its my first ever Pistol Lower... Help is needed before I dros or tell the customer sorry. Thanks in advance..

has to be drosed as a long gun and then assembled into a rifle. cannot be registered for pistol use in this configuration.

must be received as complete pistol, then converted to SSE with sled mag.

Not necessary correct.

Where was the lower shipped from? Did it come from the manufacturer or another FFL and therefore includes a CFLC Authorization? What does the CFLC Authorization say, did it ship as a handgun or long gun? If you can clearly ascertain it shipped to you as a handgun, they log it in as a frame. Pistol frames can be be DROS'ed to roster exempt persons, like LEO. LEO are also exempt from the Safe Handling Demonstration, so there is not need to fret over performing a demo with an incomplete firearm.

Just to make sure I'm getting this correct since I'm just getting my business going and have a coworker wanting a AR pistol. LEO purchase BTW. If I order the AR pistol receiver he wants from Spikes Tactical, and get it shipped to me, I just log it as a receiver/pistol and DROS it to him as a pistol? I assume from there he has to make sure he builds it compliant to the rest of the laws correct. Just wasn't sure if he had to purchase a complete AR pistol in order to get this done or not before I actually placed the order for him.

Yes, if your customer is exempt from the roster and safe handling demo, it's a pretty straightforward and legal transaction, especially if its from Spikes. I take it one step further and ask Spikes to laser etch "Pistol" on the receiver. They charge approximately a $10 setup fee and $25 for the etching. That way I have one more proof that it is considered a pistol by the manufacturer. Spikes used to do that as standard practice for their pistol lowers, but since the ATF ruling, they stopped. When you receive the frame, log it in as a frame. On federal paperwork, it's considered "other" or "frame", on state paperwork it will be considered a handgun, frame only.
