Federal law is important here. Interstate transfer requires using an FFL; for handguns, it requires an FFL in the state of residence of the buyer/transferee.

For long guns, could be an FFL in any convenient state, except for CA residents as buyers, who by CA law must use a CA FFL for even long gun transfers.

Ok, again, this is no different than AZ, Why is everyone so afraid to spend the money to ship the firearm?? If a FFL in CAL sends it to an FFL in AZ, it sounds legal and that is the way EVERYONE is suppose to do it in EVERY state. That is why we as FFL's do what is called a transfer. I am not talking trying to ship something INTO CAL, just ship something OUT of that state. Thanks Bob COPPER STATE FIREARMS

One thing you are missing out on is the CFLC, it turns a lot of gun dealers out of state off. Essentially you create an account with CA and print out an "Ok To Ship" letter before sending a gun to CA. The purpose of this is to make sure guns are actually being sent to actual licensed dealers. Because an account is necessary out of state dealers feel as though they are being "registered". That and two minutes of extra paperwork. Some charge extra for that extra 2 minutes. You are probably seeing sellers say no shipping because the handgun is "off roster", and can not be shipped even to an FFL for Private Party transfer in Calif. It should not be an issue to ship any gun out of Calif. and no CFLC is required for that.

The OP was talking about shipping from CA out to out-of-state. Neither the Roster nor the CFLC program applies in that direction.

And a lot of out-of-state dealers just won't do business with California because they perceive us being the cause of all the nations restrictive laws. They fail to realize "WE" are all on the same side and it is respective legislators and anti-firearm voters that are the cause...among other things.

Tell them that they are doing exactly what the anti-gun people want them to do.
