Question about guns that fall off the roster?

What options does an FFL have when he has handguns
that have fallen of the roster and are more than likely not going to be put back on the roster.

For example the S&W M&P 9mm 109201 falls of August 16th. With S&W's lawsuit and they came out and said they wouldn't be selling in California.

Can the FFL who "owns" the firearm absorb the guns into his collection or would they have to sell it out of state?

    Thanks

If a firearms falls off the roster and it is in our inventory not personal, we can sell it out of state, sell it to LEO, some of us have agreements with distributors to return them if they fall off, and some shops can SSE.
