I am going to start purchasing/trades etc. on used firearms for shop inventory. In the DOJ DES system the acquisition part is opened up to me. Is there any other requirements I should know about before I start this process. I am aware of the 30 day hold and such but anything else?

No I don't. I can't find any information on that or if they require it in Placer county. My DES is opened up so I thought maybe they don't require it. Who issues this license? Local Law enforcement or local government agency? My sister works at Placer county and does business licenses and says no placer county gun shop has two business licenses registered like that so I'm confused on those requirements.Comment

2nd hand dealer license is issued by DOJ through your local law enforcement agency. Your sister wouldn't have seen two business license issued since this is not a business license but a license to buy from the public and resell. The DES opens because the the consignment tab is also for the tab for pawn/ buy's, if you don't have a 2nd hand license you could not check the box that says you have the license to do so when you would do a 'buy'
Get a 2nd hand license. Its required to buy from the public....go to your local LE dept, ask for the person in charge of 2nd hand/ pawn licenses, and speak with them, they will get you application and you will need to fill that out and bring back livescan info, that the LE will send to DOJ for you, when your license comes in start buying and reselling all the guns you want.
Also, you will probably need some form of contract for the customer to sign and for you to give to the local PD. Also, you will need to keep copies of the FDAS printout, and their ID for DOJ Audits..... And the seller does not need to be a CA resident. Any valid ID from any State will work.Interstate Transfers $100 (DROS included with the price)

You need to have a second hand dealers license.
Here is the current application. You need to find out who is in charge of them at the SO. - This took me longer than the application itself. Yes, hand deliver it and find out who the Sgt. Lt. or whoever handles these is. Secondly see if they have a secretary who handles this stuff for them. I asked them the same qusetion and then asked them "How is a consignment any different than a PPT? Paperwork is exactly the same.."
And they responded with a generic "Consignments are required to have 2nd hand dealer license as you are taking it into inventory"...I didn't want to argue with them anymore. I did so little consignment it wasn't a huge loss to me. Thought I'd throw it out there for those doing consignments and didn't know.. Just thought I would update everyone on progress so far on this. I could not find the proper form to fill out with the DOJ but my local LEO had the forms and got me set up. It really seemed like they wanted me to get a completely separate business license to start this process but I raised a little bit of a stink and the business license dept at the county just added secondhand firearms to my business license and sent a copy to the sheriff. I had to pay DOJ $300 and my local Sheriff $75 for each owner in order to perform another background check even though they obviously have one already. I also tried to use my COE for the live scan DOJ wanted but no luck there either, they sent the paperwork back to the sheriff and said we need ANOTHER live scan at $70 a piece or whatever it is. I called DOJ to verify and they said it goes through a different department so a completely new live scan is required. Doing that ASAP and will follow up.Comment
