I bought a Ruger 10/22 that turned out to be defective. Sent it in for service and Ruger called to say they needed to replace it. They will pay for shipping both to them and back to my FFL but they say I need to pay my FFL's transfer fee. Do I also have to pay for DROS even if it's a replacement? Looking at least to cost me $55 or more for their defective firearm.

The "DROS" fee is a fee ($25.00) which the State Of Calif. charges for the processing of the paper work on the transfer of a firearm (i.e. background check, etc). Anything over and above that would be a "dealer fee" for his involvement in processing the paperwork he/she is responsible for to include the Federal 4473 form. It would be up to your FFL if he chooses to charge his fee.American soldier by choice. Made in America by the Grace of God.
So, now it is ironic that the State whittles away at the right of its citizens to defend themselves from the possible oppression of their State.

Only experience is a customer shipped us a gun that was a replacement for a defective 1911. He still paid the DROS and our interstate transfer fee, no sales tax was collected as we had an invoice showing it was a replacement. He worked out a deal with the manufacturer who gave him 2 boxes of .45 as a way to cover his cost to transfer the firearm. This is the only time I've ever had to deal with replacement firearms.Interstate Transfers $100 (DROS included with the price)

Send ruger a copy of the original receipt for purchase, and ask them to refund the original cost for the rifle in full.
Then go back to the FFL and buy another one. Probably still gonna be cheaper than paying the transfer fee AND everything else.
Do the math and if it works out, hopefully ruger will refund the $$$.Sorry, not sorry.

If you sold the firearm, you might not want to charge, but otherwise why should you do free labor due to no fault of your own.
I am not sure of it seems that people don't want to ask the manufacturer to pay for the transfer fee. I have had to send an invoice to a manufacturer so that the customer could get paid back, but it is not a big deal.Kemasa.
